Understanding 3.2.3
This criterion benefits people with cognitive disabilities and users of screen readers or screen magnifiers, who rely on a predictable page structure to build a mental model of a site. If a main navigation menu, search box, or breadcrumb trail appears in a different order or location on every page, users must relearn the layout each time, which increases cognitive load and the time needed to complete tasks.

Frequently Asked Questions
Can I omit a navigation item on pages where it doesn't apply?
Yes. Leaving out an item that is irrelevant to a given page is fine. The criterion only requires that when the same mechanisms are repeated, they appear in the same relative order, not that every page must contain every mechanism.
