India law mandating digital accessibility. Government Guidelines for Indian Government Websites (GIGW) 3.0 align with WCAG 2.1 AA and add India-specific mandatory items (bilingual Hindi/English access, a "Screen Reader Access" link, an HTML sitemap, a text-resize widget, an accessibility statement, a Help link, and content-owner/last-updated footer info). Since 10 May 2023 (G.S.R. 359(E)), the RPwD Rules require websites, apps and ICT-based products and services to comply with IS 17802 Parts 1 and 2, which adopt EN 301 549 and so WCAG 2.1 AA. In Rajive Raturi v. Union of India (8 November 2024) the Supreme Court also directed the government to make its accessibility rules mandatory.

Italian law 4/2004 (Stanca Act) on digital accessibility for public administrations, extended in 2020 to private companies with turnover over €500 million. AgID guidelines align with EN 301 549 / WCAG 2.1 AA; AgID can fine those companies up to 5% of turnover. Private services covered by the European Accessibility Act (D.Lgs. 82/2022) follow AgID’s EAA guidelines adopted in March 2026 (Determinazione 38/2026), also based on EN 301 549 / WCAG 2.1.

The Regulations require conformance with IS 5568 (as amended from time to time) at level AA. The current IS 5568 Part 1 (September 2023, replacing the May 2021 edition) is identical to WCAG 2.0 with national changes: success criteria 1.2.4 and 1.2.5 are raised to AAA, 2.4.10 Section Headings is required at AA, and 3.1.2 Language of Parts does not apply. The report filter and the Israel VPAT apply these changes. VAT-exempt dealers and businesses with average annual turnover of NIS 100,000 or less are exempt.
