Law on Electronic Administration (Art. 15) and Rulebook on accessibility standards (Sl. list CG 105/2020)
Montenegrin rules requiring public bodies’ e-government services and websites to be perceivable, operable, understandable and robust: the Rulebook lists minimum features (visible keyboard navigation with Tab, text alternatives, downloadable documents in several readable formats, proportional text and page zoom) without naming WCAG. The law requires accessibility but names no WCAG version or level; this profile uses WCAG 2.2 Level AA, the current version, as a benchmark.
