NITDA guideline for all software developed or modified for Nigerian government institutions (applications, systems and platforms), requiring WCAG 2.1 compliance as part of IT Project Clearance. NITDA’s government website guidelines separately tell institutions to adopt WCAG without naming a version. The text names WCAG 2.1 without a conformance level; this profile uses Level AA as the benchmark - change it if the client targets another level.
