2.3.1 Three Flashes or Below Threshold

Flashing content can trigger seizures in people with photosensitive epilepsy, a serious and potentially life-threatening risk. This criterion prohibits content that flashes more than three times in any one-second period unless the flashing area and contrast fall below the general flash and red flash thresholds defined in WCAG, protecting users from seizure-inducing content.

How to Meet It

Avoid designing animations, video, or advertising content with any flashing element that exceeds three flashes per second.
