This is the AAA-level extension of 2.1.1 Keyboard. It exists for users who can never operate a pointing device under any circumstance, and it removes the standard exception 2.1.1 grants for functionality whose outcome fundamentally depends on the path of a user's movement, not just its endpoint, such as freehand drawing. At this level, even path-dependent input must have some keyboard-operable way to achieve the same result.
