Understanding 2.1.3

This is the AAA-level extension of 2.1.1 Keyboard. It exists for users who can never operate a pointing device under any circumstance, and it removes the standard exception 2.1.1 grants for functionality whose outcome fundamentally depends on the path of a user's movement, not just its endpoint, such as freehand drawing. At this level, even path-dependent input must have some keyboard-operable way to achieve the same result.

How to Meet It

Provide a keyboard-operable equivalent for every interaction, including drawing, freehand annotation, gesture-based, or trajectory-dependent tools. Since exact path replication via keyboard is often impractical, common approaches include arrow-key-driven cursors, coordinate or numeric entry, and selecting from preset shapes or templates that achieve an equivalent outcome rather than mimicking the mouse path exactly.
